Established in 2017 has the purpose to facilitate the implementation of the Belt and Road Initiative and the development of the Western regions, by creating a legally compliant commercial environment.

The target industries are high-end manufacturing, aviation, financial services, education, cultural exchanges, healthcare, tourism, modern logistics, e-commerce, agricultural sciences. Besides, the functional areas include the Xi’an International Logistics Park area (26.4 sq. km), Central area (87.8 sq. km), and Yangling Demonstration area (5.8 sq. km).
