Hainan Talent Tax

Hainan Province, across the sea from the Greater Bay Area, is advancing the construction of a free trade port in China. For this reason, the Hainan government has also introduced preferential tax policies for both Chinese and foreign talents.

The "Overall Plan for the Construction of Hainan Free Trade Port" clarifies that before 2025, high-end talents and talents in short supply who work in Hainan Free Trade Port will be exempted from the actual personal income tax burden of more than 15%; before 2035, they will be exempted. Individuals who have lived in the Hainan Free Trade Port for a total of 183 days in a tax year receive comprehensive income and business income derived from the Hainan Free Trade Port. Individual income tax is levied at the three-tier excess progressive tax rates of 3%, 10%, and 15%.
