Italy Investor Visa Program

Introduced in 2017 under Article 26-bis of Legislative Decree No. 286/1998, Italy’s Investor Visa program provides non-EU citizens a two-year residency permit through investments in strategic sectors. Administered by the Ministry of Economic Development, the program encourages foreign investment to bolster Italy’s economy and society.
Eligible investments include €250,000 in innovative Italian start-ups focused on technology or research and development, €500,000 in shares of an Italian limited company, €2 million in government bonds, or €1 million in philanthropic initiatives supporting public interest projects, such as culture or research. Investors must finalize their investment within 90 days of receiving the initial residence permit and hold it for two years to maintain residency status.
The program is suspended for Russian and Belarusian citizens, including those with dual passports, following EU Recommendation C (2022) 2028, as per orders issued on July 14, 2023, and March 20, 2024.
